The petition (below) is aimed at all independent Internet Service Providers.

We, the undersigned, have signed this petition to register our interest in ADSL2+ being offered to residents of Narre Warren South by an independent ISP. This offering would involve the deployment of the required infrastructure to support ADSL2+ from the sub ESA (NDSH).

Ratana Lou I have recently moved into Narre Warren South from Perth where I enjoyed a 14mbit ADSL2+ connection with iinet. Now I have found that my street cannot get any form of adsl at all and that 3g is my only option of broadband. 3g is definitely NOT a viable alternative to an ADSL/Cable conection. Very dissapointed as Narre is so much more populated than the suburb I lived in back in Perth.

Mark Bannister As an IT professional restricted to only ADSL1, onthe NWS subexchange, is extremely frustrating. There are easily over 2000 residents in this area that would benefit from ADSL2+, where we cannot get it. We are not in a semi-urban/rural area anymore..This is the 2nd largest growth corridor in Australia, this surely has to considered.

As a result, I will not connect a home phone. There is absolutely NO POINT paying for line rental when you cant also get ADSL on that line. I would happily pay up to $500 if it meant i would have a proper ADSL connection. There is obviously a market for it and I dont understand why no one is willing to service that market.

Sam Dunstall I'm in Berwick and have been putting up with a terrible ADSL connection for 2 years. It took nearly 12 months to even get access as there were no ports available. What a joke, and to think we live in a first world country, where a new house can't even access the Internet. Currently getting a 50% reduction in the bill because the quality is so poor, 56k standards. I'm happy to pay for a service that works!

To be able to continue growing the city of Casey needs to pull their fingers out and look into the fact that lack of adsl2 for the area is going to be detrimental to the growth of business and selling point for houses - who would want to live here when their voices are not heard by those who are empowered to speak on their behalf!

Reto Freihofer It took me 2 month to get ADSL1 but I got it in the end. I first was on Pair gainst and got taken off that and then it took them the remainder of the time to get me a port on the exchange / rim / local green box.

I have an 8Mb/s max link.
most of the time I get speeds of 300KB - 450KB but at least once a week

I can download with speeds larger than 600KB and had even recently speeds of 720KB.

This indicates to me that I actually have a good link even though I'm on the RIM.

Just recently I only got download speeds of 20KB yes 20 KB. So I called my ISP and they helped me trouble shoot. We all think that it is the line but need to do another modem test which I will do over the next month.

In the interim they kept on investigating and got from their wholesalers the following comment on my line. This is what my ISP has sent me in an E-mail:

"""To maintain network performance, our wholesale provider, Telstra, has had to temporarily slow this service to below the theoretically maximum achievable speed. Services affected by network shaping will typically be slowed to 3Mbps. While this action is regretted, it is permitted under clause 4.2 of the Telstra Wholesale DSL Internet Grade Service End User Interface Specification (RCIT.0016). The reason for this is to reduce congestion in the area while actions are being undertaken to upgrade link capacities."""

So it seems Telstra can under deliver for a service I'm paying for. I guess they didn't even inform the ISPs so that they at least can inform the customers.

At least with that statement I guess they have now to provide a solution to this which will ensure that I get back the link speed I can max out on (720KB ~ 7.2Mb).

I asked my ISP to please ask Telstra what and by when they going to remediate this problem. If Telstra does not have a plan for this problem and acceptable timeframe I will take it further like Telco Ombudsman.

I thought you all need to know if you are in the same area.

By the way I'm on DA145. Currently it shows as having 14 ports available for ADSL and has a blank for ADSL2+ (I interpret this as not being offered).

The interesting thing is that Date of Completion for that DA is 24/11/2009. I'm there longer than that and I know it was there beforehand. My gut feeling is that they upgraded the number of ports but nothing else and that is why they throttled my speeds and anyone else's.

I would like also to know if Telstra throttles someone speed if they have only 1.5 Mb link or just us fast ones.

As you notice I'm very frustrated and am amazed that Telstra can get away with it.

Steve Corneille So, here we go again. "Growth Corridor"??? There's no growth in NWS when it comes to infrastructure. It's a struggle just to have safe roads to drive on. Same old problems, same old bureaucrats. If Telstra had their way we'd still be using dial-up internet services. Where are the City of Casey Councillors? Mustn't be an election looming. Surely they should be working their backsides off to rectify this with the Telcos as a matter of urgency. Difficult for small business to actually do business. Mohammed Abdul I live in cranbourne nth just off glasscoks rd.For 2 yrs now have been told by telstra that adsl2 is available in the area but no ports are available.Recently got a call from m telstra after our 24mnt contract finished.Told me they could offer adsl2 as there was aport avaible.Said to sign me up and guarantee that it is adsl2 .Said she was 100% sure and double checked to make sureport was available.They said they were gonna send me wifi kit after whcih I have to see paperwork and activate it.Anyway a week and half passed and no kit arrived,not that I needed it cos modem already supports adsl2.Rang Telstra and they said my account was already activated since I already had aprevious connection, made sense except couldn,t understand why the salesperson said that i had to receive kit and then activate it.So I checked speed of net and yes it was up to 4mbs up from 1.5 which I was on before.However this is not adsl2 speed which I was promised as being between 8mbs-20mbs.My speed is still Adsl 1 as adsl runs 0-8mbs and adsl2 runs 8mbs-20mbs. Brought this to technicians attention at bigpond and he acknowledged I was on adsl1.It pisses me off being lied to and having promised adsl2 and offered without my permission something else.The tech person at telstra said the phone lines can,t physically carry the adsl2 signal.Waht a megaload of bullshit is that.They know it is available but they are too damn lazy to add extra ports cos they already make afortune off adsl1.This is absurd living in a recently developed area with such low tech broadband.2yrs and they have done absolutely zero for this area but further down in hunt club cranbourne they are having ultra fast fibre optic broadband cable installed.Can not believe it wasn,t installed in this area when it was being developed.Telsta service sucks.woe to them.

I live in Narre Warren South, just near the P12 college and Amberley Shopping Centre. The deal was ADSL2 with 25g (libertyPlan), free wi fi modem & $180 credit, homephone, free local and STD calls, no line rental all for $109.95 a month. Told him we couldnt get adsl2 here, told me we could. Did tests with Netspace week leading up to changeover, with netsapce i had 1500k speed, was avergaing about 1.5 to 2.0 mb/s, whith the change over to telstra i am getting around the 6.0mb/s soemtimes 9.0mb/s with the best one at 12.0mb/s. :) :)

Mark Lowe Pair gain is no excuse for Telstra to not sort out some copper for DSL even in Narre Warren Sth on the rim sub exchange. I contacted the telco ombudsemen and pushed for a dedicated copper line and it happend. Now have 2 pstn's in, one with dsl 8m running on it fine. The speed is ok but we get penalised by cost for not being on a 2+ plan. Either way it stinks. If Telstra can't work on averages, get rid of them and let someone in that can.

Rachel Wilson We are a family that moved from Beecher in Central Qld a couple of years ago to the suburb of Narre Warren South, Melbourne. We have a small home based internet business and 2 teenagers studying. Unfortunatly we cannot get ADSL here at home. Where we lived in Central Qld didnt even have a local shop but we could get ADSL. Yet in a suburb of Melbourne we cannot get it. Apparently something to do with the wires in the street. I find this unacceptable to think that in such a big city you cannot get the basics that people all over the world take for granted.
Our business costs are getting higher and higher as we are having to pay for wireless internet which we find very sluggish and slow at best. The only other alternative we have is dial up. We feel this is not an option as running an internet business with both a year 12 and year 10 student studying could not possibly work. Dial up is something we used in the 1990’s and shouldn’t be used in this century.

Colin Miller I have been a resident and SOHO operator in Narre Warren South for close to a decade and am tired of the lack of services being provided to us all, it seems that we are mostly dissatisfied with our current services, I for one can only get wireless and am paying a premium price for very little bandwidth in return, I am almost tempted to have us all raise the funds ourselves to effectively put in the required infrastructure and then we can choose an ISP to partner with :) .... Simon Roberts Hi guys. Status update: I switched from 1.5Mb Optus, to ADSL2+ provided by Internode, and it's great! They're reselling Telstra ports, of course, but at reasonable prices and you don't need to deal with Telstra. Also, you can change to minimum phone plans (Telstra $21/mo, rather than optus $59/mo!!) and use VOIP if you like. Very very happy now, even if I only sync at ADSL1 speeds (distance from exchange, I guess).

After many, many hours talking to many, many different service providers I threatened Telstra with losing by monthly business spend of $700 - $900 per month. I told them i had to work from home and needed the connection. This was about 12 months ago. I have been very happy with the speed, just cant believe we have to pay extortion rates because Telstra control the lines.

Sharen Deal When I first switched to TPG I was first promised ADSL2 only then to be told AFTER I PAID AND SIGNED UP that it would NOT be the case. Then, to keep me as a customer, they promised me that I would have the SAME speed as I did when I was with Telstra. This is NOT the case! Either get ADSL2 or I'm out! In this day and age this is laughable. In the Netherlands they are implementing Fibre to house. I cant get ADSL 1 in a big growth area. Telstra get off your high horse and provide good service to us.

I've discovered if I churn from iinet who have been good on ADSL (bliink 512 lite plan) for some years but don't offer ADSL2+ in Lara yet?? to People Telecom I can get ADSL2+ and a better download limit with faster plan through Telstra DSLAM's only downside is measured upload but this should be covered somewhat by extra down/up load limit of 8GB to 20GB total from current 12GB on old (very old) IINET plan. Also checking into bundling mobiles and home phone with PeopleTelecom for even better rate. Goodluck to all here.

Dial up and ADSL1 do NOT cut it anymore. I can't believe no effort has been taken to push this matter sufficiently to get desirable result.

Beren Scott For those interested, Hampton Park is an absolute gold mine for ADSL2+. The exchange is located on Robjant Rd next to the intersection of south gipps and the freeway. There are plenty of rentals available around here. Sometimes you need to move to where the ADSL2+ is, you cannot wait for it to come to you. Sorry, not going to happen.

It is Telstra that needs to spend the money as i believe they own the crappy infrastructure (i.e. pair gain lines). They won't upgrade unless the government makes them becuase they will tell you you can get wireless broadband at about 5 times the price.

"Unfortunately, it is with sincere regret that we must now inform you that, due to technical limitations which are beyond our company's control, we are currently unable to proceed with your ADSL2+ application.

I (and 90% of my estate) would sign up immediatley to anyone who would give ADSL2+ with minimum of 30GB data and a static IP.

area. Just cause we don't live in the city, doesn't mean we don't want fast broadband! <- to ISPs.
Ben Thomas I'm connected to the NWS sub-exchange. Telstra have confirmed that they will give me ADSL2+ but their pricing is way above what other ISPs charge where they have DSLAMs installed.

Telstra won't resell ADSL2+. That seems criminal to me.
Arthur Cheng This is just ridiculous. I used to be with Tpg for 2 years on adsl and now I can't even get adsl 1, let alone 2+. Now im stuck with overpriced wireless and im sick of the slow speeds and unreliability.

I'm only a 16 year old student and I don't even want to get into details of my 3 month battle that I had to battle with my ISP to fix my wireless speeds and latency's. Even though it is better now I still have to call them regularly to have my internet connection fixed.

If we had ADSL 2+ we would have no problems at all.

Bring on ADSL 2+ and at least make it fair!!! My neighbors can get adsl 1 but I am unable to, even though I had adsl for 2 years. Not even Telstra could connect me, and thats something to say.

Simon Roberts I used to live in Pevensey Drive, Narre Warren South - and had 1.5Mbit to NWS exchange. When I moved to The Espalande, Narre Warren South, I'm now getting 512kbit, from NW exchange. What are Telsta smoking, when they provision lines?

Brian Sligar Thanks to NAAG efforts, I went from 33.6Kbps dial-up to ADSL1/8Mbps accessing the new sub exchange. NAAG have my support to help us move up to ADSL2+.

Which 'clever' Telstra Beancounter was behind this stupid decision.

Why would I want to pay for a potential 24Mbps plan, if I could get hold of a free port that is, and then only be able to receive around a disgracefull 3.5 Mbps ??

Narre Warren South residents deserve better Telstra.

Brett Fitzgerald I have ADSL2+, albeit I am 6k's from the exchange, I fully support the need for a better access to ADSL2+ technologies.
I would be approx 2.5K from the sub, I would get the around a 15Mpbs connection, but all I get is a pathetic 3.5Mbps link.
This is pathetic ADSL2+ speeds, compared to ADSL1 max of 8Mbps

Denis Duri After weeks of battling with Telstra's infrastructure and the lack of ports I finally managed ADSL 1500 with Optus. I would like to see the infrastructure upgraded, new Dslams and ADSL2+ capability. Narre Warren South has boomed in population and more people use the internet. It would be in the best interests of ISP's to take advantage of this.
Geoff Pipprell Australia seems is in a broadband black hole compared to other like countries. We need to catch up and not be left behind. Monopolizing companies should not be allowed to restrict our bandwidth purely for greeds sake. It sucks big time...

Gary Pickering I am still trying to get normal ADSL connected as there seems to be a lack of available ports. So the whole infrastructure needs to be updated. This will allow new and existing residents to get a decent ADSL service. Some people actually need ADSL to earn a living!!!
